Ambassador [Melvyn Levitsky], in a statement commenting on the Bulgarian charges, said the United States, in contacts with Bulgaria beginning in 1972, had found ''continuing difficulty in obtaining any meaningful information on narcotics trafficking and seizures in Bulgaria.'' ''When provided with information as to individuals suspected of operating in Bulgaria,'' the envoy said, ''Bulgarian officials were recalcitrant and repeatedly cited a lack of a formal legal exchange document.'' Mr. [Todor Tsvetkov], the customs official, said the information provided by the United States consisted just of ''telephone numbres and nicknames,'' not evidence.
