Introduction
The Korean Public Policy Conflict Database(KPPCD) is a database that has classified and categorized various conflicts surrounding public policies from 1948, in which the Korean government was established, to 2014. This database is intended to provide scholars and practitioners with information concerning public policy conflict cases in order to further study more efficient means of managing and resolving conflicts surrounding public policies.
The previous studies on public policy conflicts have been chronologically fragmented, and have focused on conflict aspects by incidents or policy areas. Therefore, it is somewhat difficult for scholars or practitioners to utilize the results of these studies as clues for managing public policy conflicts more efficiently.
The KPPCD has collected and organized the available cases regarding public policy conflicts since the establishment of the government in 1948. That is to say, this database categorizes the characteristics of public policy conflict cases according to some characteristics such as case name, area of administration, characteristics of conflict, date of occurrence, stakeholder involved in conflicts, conflict area, resolved or unresolved cases, methods of resolution, etc. Such informations or data have been organized in online database so that users can search for the concerned public policy conflict cases according to various keyword. Also, it provides a systematic chronological analysis on various public policy conflicts by strengthening the search functions.
The database overcomes the weakness of previous studies that focused simply on story-telling features of public policy conflicts with a contextual or descriptive analysis only. It can make a more generalized categorization of public policy conflicts by analyzing the characteristics of public policy conflict cases from various perspectives. Also, it can be utilized as ground-level case data for future studies.
Expect Effect / Research Utilization
First, from an academic perspective, various public policy conflict cases have been databased in the KPPCD in order to search for the concerned public policy conflicts using certain keywords. The database can be functioned as an on-line library for public policy conflict studies. It is expected to provide various public policy conflict cases for scholars who are interested in studying public policy conflicts.
Second, from a political viewpoint, this database can be also functioned as an on-line library for public policy makers who are likely to manage public policy conflicts more efficiently. It is also expected to provide policy makers with more effective conflict resolution strategies for managing the existing public policy conflicts.
Finally, from an educational standpoint, this database can be used as teaching materials in order to educate and train experts in the field of public policy conflict studies. It is well designed for users to access the public policy conflict cases anytime by online. Therefore, it is expected to increase educational effectiveness by utilizing previous public policy conflict cases as teaching materials.
